Non can be "enabled" unless they are from the factory. I have a 6310i that
has it on but came direct from Nokia Finland

AFAIK any Nokia DCT-3 phone can be enabled simply by taking it into a
phone shop where they know what you're talking about and have the right
kit (the fifth shop I tried in my case!).I had it enabled on my 5210e.

    The 6310i is DCT4. I don't think any DCT3's were tri-band.

There are patched MCU's available for some DCT4 handsets to enable NetMon.
They aren't available for all handsets, and some of them simply don't work -
but the 6310i one works fine.

Hmm, you have me interested. How would I get this and how would I activate
    it..?

There's a thread about it on GSM-Forum (http://beam.to/gsmforum) started by
Neo. You'll need decent flashing kit (UFS preferably) and steady nerves on
    some handsets.

You flash the custom MCU to the handset (along with the relevant PPM if
you're using a different firmware version) and use NetMon exactly the same
    as on a DCT3 handset.
