Does anyone know if the "Recommend a Friend" scheme applies to PAYG Sim
    packs?

    i.e.
    www.orange.co.uk/recommendafriend
    on
    http://shop.orange.co.uk/shop/sim_connection_pack

A friend wants a PAYG sim to use in their unlocked phone, so isn't
bothered by getting a new handset. T&Cs imply it can't

    TIA - Rufus.

No, the new person has to sign a contract of 200 £30 or more

    No they don't - from the T&Cs:

"To receive your incentive the Prospective Customer must either connect
to a pay monthly service plan, which is subject to status and a minimum
12 month term contract, or to a pay as you go service plan with a new
pay as you go phone and must top up their phone with at least £10 credit
    within 28 days of purchase."

So it looks like they need to buy a PAYG Handset, and not just a SIM.

the links are calculated by your newsreader, the message itself is plain
