I'm looking to transfer my O2 Online number to either a Vodafone PAYG SIM or
an Orange PAYG SIM.
I have obtained my PAC. I have heard that there is a transfer fee on some
networks for some types of SIM.
Will I be charged for either of the above two transfers?

If anyone was going to charge it would have been O2, so the answer is No

O2 Online don't charge for transfer. I transferred an O2 Online
number to 3 during the summer and incurred no charge.
Most networks would give you a PAC code if you're paid up for the
entire contract. T-mobile might charge for a PAC code if you were
still in the contract period, but none really charge you for bringing
your number across to them.
