I get failed to send error. I tried 0049 and 049. I'm wondering if
Korea telecom does not allow to send to Germany.

Probably on completely the wrong track here, but I think Korea was
recently involved in a very big clampdown on phones, where all non-
registered PAYG phones were cut off.
Your problems may be a legacy of that, as the phone is not "in the
loop" as it were...

Hmmm might have had the countries mixed up - it looks like it was
Thailand...

Where was the SIM from you used? 0049 should work if you use a UK-
SIM and the operator has a roaming agreement with the German operator.
With a Korean SIM you have to use +49 or the Korean international
dialling code.
At least KT Freetel and T-Mobile Germany should work, but I don't
think the further operators have a roaming agreement with a Korean
operator (I don't really know). In South Korea they use CDMA.

It's probably best to use + instead of 00 or whatever anyway, so whatever
country you're roaming in you'll be able to dial another country without
needing to know the international exit code.

Try prefix +49 instead of 0049 and double check the destination number.
German GSM mobile numbers have up to 14 digits (the +49 included).
If it still does not work, there might not be an inter-operator
agreement re SMS between your Korean network operator and the German
destination network operator. Ask your Korean operator for this issue,
although possibly not easy to answer for a call centre agent. If this
agreement is missing, try from another Korean network.
