PAYG Orange phone has no credit left, but the envelope icon is showing
(k700i). Is it possible to get rid of the icon or is my only way to
top-up? (No need to top up so would be a waste as this is a temp
phone/sim).

Is there still Voicemail messages left?
If Not, I can reset the symbol. Let me know.

In other words, yes. To get rid of the symbol you need to delete or save
all your messages.

You have to phone customer services if it is stuck on or off, but don't
bother if you have messages in the inbox, you need to delete or save
them.

You need to get the control message sent to the phone. I can't
remember what the control message is, but it is in the ETSI standards

You need to get the control message sent to the phone. I can't
remember what the control message is, but it is in the ETSI standards
why dont you call your voicemails from a landline to delete/save the
