I have an Orange Pay-as-you-go account. I temporarily lost the phone,
and bought a new phone and signed up with Virgin.
The old Orange account has very little credit left. After that credit
runs out, would I still be able to dial (and get through to) 999? If
so, that phone will be useful and I won't get rid of it.

Yes, you can, but they recomend you dial 112 instead of 999

Accidental calls from mobile phones
A great many accidental calls come from mobile phones, often when phone
keypads get knocked or squashed while the phones are in people's pockets or
bags. We are working with our comunications contractors on ways to
automatically detect and deal with this sort of call, however it is still
important for phone users to try to take precautions.
Most mobile telephones have a keypad lock that will prevent accidental
dialling to 999, however keypad locks do not often fail to guard against
another type of accidental call. The European emergency number is 112 and
this number will override keypad locks so care should still be taken to
prevent the keypad being knocked or pressed accidentally
Callers from mobile telephones should consider their location before calling
999 so that emergency services can respond as quickly as possible

Only until Orange cut off the line (unless you make a chargable call
every 3 months).

You're wrong.
Well...... not exactly wrong. Although the handsets are perfectly capable
of making an emergency call without a SIM being present, none of the UK
networks will carry the call.

Yes, until Orange cut you off for inactivity (typically between 6-12
months).

You are correct, but no UK networks support that feature so in this
country it won't work.

All GSM phones can make an emergency* call without a sim
No UK network will accept an emergency call from a phone without an
active sim
*An emergency call is a call to 112. Most phones will also treat a 999
call as an emergency call, but don't depend on it.

Why is this?
It seems very very stupid. If your SIM messes up, which has happened to me,
where's the backup?

Because the call is then very difficult to trace. And they cannot call
you back.
Backup, if it's that important carry more than one phone... Most of the
time i think most people are near a phone they could use in an
emergency. It's only a problem if you are alone in middle or nowhere...
In that case run and find a payphone, or someone else where possible!
I actually carry more than one phone most of the time!
