Today I got a call from an 0901 number (premium number if I'm correct),
which hung up right when I picked it up. Any possibility it's a kind of
scam? There's no way of getting charged for a call that I know of, not
when you're not roaming anyway.

The scam is them hoping you'll be daft enough to phone the number back - when you may
get stuck in a queue or get played a ringing tone....
Usually they use 070 numbers, as some people think all 07 numbers are mobiles and so
the number won't look as suspicious as an 09xx number. But then AIUI the telco need
to be in on it as revenue sharing is banned on 070 numbers.

Find out the provider of the number, and report it to their abuse team

They want you to call them back. Don't.
If they want to speak to you, let them pay for the call.

Cyprus.
The cli said "00212345"

Well, CYTA (Cyprus telecom association?) do have their own 'call thru'
number which IIRC is a VOIP thingy, so, probably, yes.
