Am I right in thinking that if I call a UK mobile, which happens to be
abroad at the time (i.e. USA) that as far as I'm concerned I'll see the same
tarrif as if I was calling the mobile in the UK?

Yes, if you call the mobile, you will only pay for the UK leg of the link.
The mobile owner will be paying for the overseas leg of the link.

It be same as calling the phone while in the UK. The person your calling
will be charge for incoming call.

You are indeed right. The person you are calling gets stung for the
international leg of the call, you pay what you would normally pay.
