SOS Calls only, means you are outside your providers network coverage.
The GSM standard allows for calls to emergency services to be made over
a competitors network, however in the UK this is not enabled. So if you
were to try and make a call to the emergency services it would simply
fail.
It just happens you are dropping out of reception, even in Cities there
maybe spots where no signal reaches, for example in Birmingham City
Centre there are several spots Vodafone disappears.

SOS only means you're out of range of O2s network.
