I have an Orange phone and used to use their pop and smtp servers for
sending and receiving all my email, until use of the smtp server over
non-GPRS connections was blocked.
I haven't used the email account for a while and today I found I can login
to the Orange Webmail service over my broadband (non Orange) connection, but
cannot authenticate to their pop server using the same username and password
using OE, OL etc.
Has use of the pop server over non-GPRS connections now been blocked ?

No.
I can use both pop and smtp (with auth) from a non-orange GPRS
connection.

Thank you Jon.
I played around with the settings and found that I can now both send and
receive mail via the Orange servers over a non-GPRS connection.
For smtp I had to authenticate as *@orange.net/<password>, but for pop I had
to use <mobile number>/<password>.
Does this correspond with your experience?

Almost, I don't use mobile number for pop username, however I have had
my orange.net email for about 8 years and in those days you could choose
your own POP username. If you set yours up in the last few years or so
then you can use either mobile number or a randomly generated string of
letters and numbers.
