receiving text from virgin mobile in tunisia to orange mobile in UK

Just got a message from tunisia from a virgin mobile. I am in the UK
and have a orange mobile. I noticed that my phone balance dropped by
about £2 after receiving the text. Is this possible?

Standard text from a standard Virgin Mobile, whilst roaming in Tunisia,
no not possible.

It's a standard text, free to receive. The sender just pays more for
sending due to roaming.
