    ?
You are going to have to explain what you are talking about.

I chose to re-house myself close to a motorway. By and large houses
next to a planned motorway, get compulsorily purchased by the highway
authority if they'll be subject to excessive noise pollution.

Trains don't go slower at night and railways tend to run very close to
    people's houses / gardens !

Noise pollution is a planning issue. If the houses are there first
then the planners should ensure that a new motorway, or a road newly
widened incorporates noise control measures. Off hand I can think of
lots of high speed roads that have been built or altered to
incorporate noise reduction, including one that runs through a cut and
cover tunnel with nothing except soil on top the reason being it runs
    past a school.

When I first started work with British Rail in the 70's I worked in a
shunting yard right next to some fairly new houses. The yard had been
there for years before the houses were built but the people living there
were always complaining. The manager just used to tell them "we were here
first, you decided to buy a house next to our yard..!" We rarely heard
from them again after that ;-)

That's a good principle. Houses were built next to the M1 in Long
Eaton. They had to put up with the noise, but after some years the
traffic had increased and the noise worsened. Noise reduction measures
were then introduced on the motorway. Same alongside the A64 in Leeds,
when it was improved all the houses were sound insulated at the
    expense of the highway authority.

At work we once had an important vistor from overseas, I put him in
the best hotel I knew in the locality, The Queen's Hotel in Leeds, it
was certainly the most expensive. It is co-sited with what was then
Leeds City Station. The following morning I picked him up and enquired
about his night's sleep. "It was OK till about 3-30 am" he said, "Then
they started re-arranging all the trains in the station behind the
hotel, I swear it made the wallpaper rustle on the bedroom walls".
