Does anyone know what the mimumum call charge is for outgoing and
incoming calls when roaming with Orange pay monthly?

IIRC, outgoing is per minute and incoming per second, but how much, depends
on where.

Sorry, didnt make that clear - within the EU I was thinking. So a 5
second call would be 38p then?

Yes - it pays to watch the call timer (if available on the handset!) to try to
keep calls to just under multiples of whole minutes!
One of Orange's (and every other mobile operator?) "simplifications" a few
years ago. I can recall when, in France for instance, it used to be very
beneficial to know and select the right local network!

Where in the EU? AFAIK Spanish networks still have freephone
that you can use with a calling card

Are there any uk networks that have per-second roaming charges now?
Orange say their charges are per-minute because that's how their
partner networks bill them. I don't believe that.

Virgin Mobile state for roaming calls: A one minute minimum call charge
applies to all calls. Calls lasting longer than one minute are billed per
second.
Whilst I have been abroad using VM, this has been the case.

It varies! Some may bill per-second, per 15 seconds or per minute. Also the
foreign networks vary in price - in the old days when Orange billed
something like "cost + 30%" it was always better to use Bouygtel when
in France for example.
The "per minute" billing came in with the "single price band for Europe"
- which was, in itself, a pretty massive price rise as I recall!

I have used Orange when abroad it cost a fortune I now use one from
mobilephonesim.com
