    No, but if you report it lost to your network it will get blacklisted.

    I can see this being open to abuse.

    What's to stop you reporting another person's phone as stolen and
    having it blacklisted? For example, you might once have owned a phone
    and then sold or given it to an ex-partner who you later split-up with
    acrimoniously. You then claim that phone as stolen and have it
    blacklisted out of spite.

    What's the alternative? No IMEI barring at all?

    You don't simply quote the IMEI you would like to be barred, the network
    knows the IMEI you used. You can't just ring them up and say "I've lost
    [IMEI of phone] can you blacklist it please".

    You could certainly do that. Ebay scammers also use this tactic, i.e.
    sell their phone on eBay (working) then wait a few days and report it
    stolen to claim an insurance replacement. The original phone then gets
    blacklisted and there's nothing the new owner can do about it.
