All I can find is 'Calls to other European Countries' and 'International Calls' - which makes perfect sense to me.
More to the point, on the entry page of the above line it says
When you travel in the European Union countries, Norway, Island and Liechtenstein the following charges will apply:
Please, where is Island?

I don't understand why the OP is on the Orange Romania website, but
even so I agree the charges look clear enough - zone 1 is EU plus a
few other European countries, international means the rest
