My 'Sime Free' Nokia E65 will access web pages and email using a Virgin Sim.
When I use a Vodafone Sim I get 'Unable to Connect try again'. The Contrat
Vodafone Sim comes from a Nokia 3410, the Sim itself is about 4 years old.
I have used the Vodafone troubleshooting web site to send a configuration
message to the phone.
The phone saves two of the settings and says that it has discarded the
remainder.
I have also used the Nokia configuration wizard in the Tools section to
configure the Operator MMS, Internet MMS and WAP settings.
The phone is receiving enough non 3g signal to make a phone call and send a
text message.
Can anyone identify the problem? Can the SIM card lack the necessary
features?

Not sure if this might be relevant for you, but my Vodafone contract
(quite long-standing) is NOT data enabled, and so the SIM does not
register with the GPRS/3G services (the 'G' symbol does not appear).
Whereas, other SIMs that are data enabled (whether on Vodafone or
another network) do register with the data network and work fine. Is
your contract data enabled?

The phone with the Vodafone Sim can lock onto a 3G network, but I am
suspicious of a problem like that.
I did ask Vodafone customer services if there were any flags on the account
preventing access and they said no.
The account itself is actually quite old maybe 8 - 9 years.
I might take the SIM to a Vodafone shop and ask if they use it to access the
internet on one of their phones.
Another approach maybe to ask them jut to send me a new SIM.

Well, just to be clear (not just being pedantic), The phone shpould
normally attach (lock on) to the network, saying something like
Vodafone UK. Almost immediately, the data service will enable itself,
and will show a 'G' (GPRS/2G) or 'E' (EDGE/2.5G, though not all phones
and networks have this), or '3G' (3G WCDMA). If there is a
discernaible moment between Vodafone UK appearing, and '3G' appearing,
then you can be reasobnably sure that the data service is enabled on
your account - the very brief delay occurs while the network realises,
after you attach to the network, that you are entitled to the data
service, and sets it up for you.

It might be simpler than that. The phone or SIM may be set up for
service, but you or the phone may not be invoking it correctly;
instead invoking a different, wrong, service which cannot connect.
How are you initiating the data transaction - web on the phone, email,
attached laptop, what sort of thing are you trying?
If you are using a phone function (say web, or email) then you
probably have to tell that service to use a particular 'connection' -
these will have names or numbers in the handset & SIM. For Vodafone,
I use the settings:
APN: internet
username: web
password: web
with default settings for everything else. I stored these as a
specific connection which I've called 'VodaBB' (just for a name).
Then, as I understand it, you have to tell your web or email
application (or maybe just your internet application, not sure what
you're using) to use that connection, the one just setup with those
values.
That was probably so confusing, sorry for that. Would you like to
post back what settings you were given to try, and how you've used
those? Simply because, if the phone is seeing the 3G data service,
your SIM and service is enabled, and it should work, and is quite
likely to just be a settings issue.
Finally - this site can be helpful:

Thanks for your and the other replies.
Well I took the SIM (which was in a Nokia 3410) into a Vodafone shop and
said can your show me that Internet access is possible using one of your
phones. They tried and it turns out that the SIM is on an old contract where
Internet access access is not allowed and can not be added. What is slighly
perverse is that a by product of ringing Vodafone Customer wervices to (try
and solve this problem) was that I was offered a renewal (i.e. 1 year
contract) at more that 40% less than my current montly payment. I did
eventually accept this offer and since in many ways the offer was quite
good, I shall try try to escape which I could unde rthe 14 day clause.

Ask vodafone CS on 191 to enable "GPRS"...this can, and should be
added to any contract on request.
