    There is a software package called NetMonitor that displays the
    background information on a cellphone, such a BSIC, ARFCN, signal
    strength, etc on GSM, and scambling code, signal strength, EcNo, and
    UARFCN on 3G. I am told it is freely available on the Interweb and will
    run on a phone running Symbian - such as a Nokia 6630 - although I've
    had no luck finding it.

    Does anyone know if there is a version that will run under Windows,
    specifically Windows Mobile 5 or 6, so that it can be used on a PDA and
    if so where to find it?

    Took me a few seconds to find

    to be a program, as such.

    Try looking for software for whatever device you have. For example, put

    windows mobile software

    into the search box of your usual web search engine. Then look for things
    offering 'system tools' or 'network tools' and other likely key-words.
