    As presented it's not a valid UK number, my first thoughts were that +63
    is philippines, but they don't appear to have any area codes beginning
    with 15.

    It could be a VOIP number if it didn't show a +nn prefix.

    I am guessing that what you haven't told us is that this number was
    presented
    on your caller display or 1471. This is significant because presentation
    CLI can be misconfigured or deliberately spoofed. It's not just telcos
    that can do this, I have done this myself with VoIP.

    In short, you can never assume that any number corresponds
    in any way to its source.

    Have you tried Googling the number as presented to see if
    anyone has posted an issue somewhere?
    There is an art to this
    put "quotes" round the number and try parsing the number
    with spaces as it might be quoted.

    +1 631 xxx yyyy is part of Long Island, New York, and CLI mangling isn't
    exactly unheard of.

    A New York accent? Area code 631 is the eastern end of Long Island.

    I suspect you might get a caller ID like that from a US caller when
    they use a VoIP service which incorrectly presents the caller ID to a
    UK switch the same way it would in the US, without the +1.

    But I don't think the 0 is carried in the network for UK numbers
    either, it is simply added before a number the network thinks is
    local is presented to an end user the same way a not-country-code 1
    is (sometimes, not always) added in the US. A US number which is
    incorrectly given to the network as a local UK number gets the 0
    prepended before display as well.
