It mainly depends on whether the keypad on a 3650 is removable or stuck
securely.

I would say not, as most Nokia's tend to have a membrane type keypad, and
the positions of the keys are fixed on the actual PCB of the phone, and the
'switches' are small pieces of metal stuck onto an adhesive white sheet,
lined up with the PCB contacts. They are activated by downforce, so putting
a 3660 face and keypad would not make any difference, the majority of the
keys would just not work.
However, if the 3650 uses a different approach to the keyboard, which I feel
is unlikely as Nokia seem to have implemented the above technique to all of
their phones, as early as the 5110 right through to current phones, and I
would assume the Series 60 Nokia's would also use this approach.
The only break from this method I have noticed is on the 5100 where the
keypad is still the PCB contacts + metal discs, however, a single
unperforated sheet of durable clear plastic is used for the entire front of
the PCB for waterproofing tendancies, and it also covers the LEDs, not just
the buttons.
