Is there a way to determine a Cell carrier from a phone #? My wife's EX likes to call 6am for stupid stuff, and I would like to file a complaint with the carrier for harassment....

Nope, not in less you have some connections. Since numbers are transferred around all the time the only ones who know this are the cell phone companies and the customer.
