LG Optimus Black P970 Notification bar

Sometimes my notification bars doesn’t come down. It works fine when phone is in horizontal position. After rebooting also the notification bar doesn’t come down. Please help??

It sounds like there is something preventing the bar from functioning properly. Is there a recently installed app that uses notifications to tell you something? It may be malfunctioning.
