what does this mean..?

I tried to call my friend on his t-mobile phone, but it keeps saying that "this person is not accepting phone calls at this time". Yet when I go to T-mobiles site and leave a text message they tell me that it was sent? I know certain companies have different messages for when they interrupt service to a customer, is this one of them? And did the text messege I sent go through?

His phone is not disconnected this seems to be happening to me when I try to contact my gf in mich and I live in tx just keep trying is all I can say if the phone was disconnected it would say "At the subscribers request this phone is not accepting calls" or something similar but if it does happen to be turned of you'll never recieve a return notification like with e-mail
