Perhaps they collect voice-prints from everyone, and can spot when anyone
uses a new phone within six months of first using some other phone and you
get a 'this phone is too new for you!' error message? (HM Gov want to
record all phone calls, emails, etc, so that stuff will eventually get
used).

Everyone who buys a mobile telephone will be forced to register their
identity on a national database under government plans...........

O2 pay and go phones can be processed as an upgrade, this gets you a
reward of an amount of credit depending on your recent spend. When
processed like this the sim you would have got with the phone is
disabled and you would use your existing one (any credit you had to
buy would also go on your existing sim).
Virgin have a similar process/system
So not actually bull**** as you first thought.......

Thick Scotsman Alert
Most network have been offering upgrades on PAYG for some years now
All you get is a small subsidy on the price of a new PAYG phone, and more
importantly you get to keep your old phone number on the new Sim.

Look chubby chops the following sounded as if they were trying to stop you
buying PAG phones and trashing the sim card that came with it ....
"from 1st October 2008 you can only upgrade your pay and go
handset once every six months" and there is no mention of 6 months on the
web site ...false alarm, I am sorry I bothered you all.........P.S. why
would you want to keep your old phone number on the new sim?...no on second
thoughts forget it...I don't care ........
