    If they are unlocked they are not necessarily Cingular phones now are they?

    But I don't know what condition Cingular sells the phones though. Sorry!

    I just got off the phone with a Cingular rep in the Orange County, CA area.
    She told me my Moto V400 phone was locked and the only option available to
    me was to enable my phone for international roaming.

    NOT!

    I guess they don't want to acknowledge the existance of other service shops
    that will unlock your phone for under $40. <grin>

    V400 phones are not locked. End of story.

    Talked to an engineer at Cingular this morning. Seems like MD is right.
    The V400 phones ae shipped unlocked from the factory and Cingular does not
    lock them.

    That sounds great!
