Using Virgin phone with other company

My friend has a Virgin moble snapper phone.

The service is kind of expensive. I can get T-moble prepaid sim cards
of $7 can he use the phone with it?

Virgin Phone uses SprintPCS network. I believe that it works on SprintPCS.
