I have two cell phones. One is a UTStarcom PCS1400 (a VirginMobile "Slice"
model) and the other is an Audiovox CDM-8910 (an older VirginMobile "Flasher
V7").
I have a car charger for the Audiovox CDM-8910 (VirginMobile "Flasher V7")
and as I was getting ready to travel all over town searching for a car
charger for the new PCS1400 "Slice," I noticed that the tips of the chargers
are the same size.
Will the car charger for the older "Flasher V7" also safely charge the
PCS1400 "Slice," or are there technical differences that would prevent this
or discourage it?
I tried to compare compatibility using web sites for different kinds of
chargers, but got mixed results.

Generally manufacturers avoid selling two models with same size jack
unless the chargers are interchangable. This isn't set in stone, but
it's usually true.
Since your phones have the same manufacturer (UTStarcom is formerly
Audiovox) I'd say it's a 99% safe bet the charger will work.

Do you have the home chargers for both? If so, compare their outputs.
If they're close, (within, say, 0.5 volts, and the same polarity) you're
all set.

Todd, thank you very much for your help.
I had no idea that Audiovox had become UTStarcom.
I took your advice and compared the home chargers for both units.
On the jack end, the jacks are 100% identical in every way.
On the end that plugs into the wall, the casings, the output (5V - 1A), the
polarity, and UL listing numbers are *exactly* the same. The serial numbers
of the units are slightly different, which would be expected, but both begin
with "CNR."
You were spot on. It sounds like a match to me.
