using Voip instead of paying 4 miniutes

I am looking to drop the cost of my cell phones
Is it possible for me to use a free Voip to call real numbers (example xxx-xxx-xxxx) instead of paying 4 minutes?

Is it legal?
If so How do i?

P.S. i Google searched it and i am not interested in free calls to skype users or to other users of the same application, i want to be able to call anyone for free from my cell, Thanks in advance

yes it is legal, who is your cell phone company?
