    I just transferred my father's service under my name (since I've been using his phone anyway). He was originally a customer of PacBell and I remember when I'd pay the bill, he'd be charged only for the previous month and any overage charges. For example, if his bill was due Feb 22, he was paying for the period of Jan 4-Feb 3.

    I got my first bill today, under my name, and I'm being billed for the period of Feb 4-Mar 3. And I didn't even know about the "transfer fee". Is this correct? Does Cingular bill a month "in advanced"?! This really flusters me. Or do all providers do this? For my next bill, will I be billed for minutes used over my limit and for the next month (Mar 4-Apr 3)?

    I guess this is all new to me because I've been so used to being billed for the previous month, which makes a whole lot more sense to me.

    Cingular does bill a month in advance like most, but not all companies. The transfer fee of $36 is valid, as it is charged to anytime the account holder's name is changed.
