After an hour of searching I can't believe I haven't been able to
locate a site or page that has easy to understand comparisons of all
the latest cell phones.(ie: A chart).
I'm not talking about cell phone plans, but the actual cell phone
hardware.
I don't own a cell phone and would like to get one for someone as a
present, but I need to be able to see and research all the options of
the various makes and models.
Any help would be appreciated.

I was at that site.
It only allows you to Compare details of up to 5 phones side-by-side.
A page showing the top or latest 25 would be better.
Or even the ability to compare all phones within a particular price
range.

Learn to use the site. Choose what features you want, that will allow you
to cut what you want to compare down a lot. Read reviews of some of the
phones, what people have to say about voice quality will affect what you
want to choose.

Prices are all over the board. The same phone on different carriers can
vary greatly, and if you buy the phone and package on line you can get some
remarkable deals.
For instance, the Blackberry 8700 from both Cingular and T-mobile are 299
on the web sites, at amazon the T-mo phone is 49.99, while the Cingular
phone is basically free.
So, what you should do is decide what features you want on a phone, maybe
a carrier or two, and then run the phone finder and locate the phones that
meet your needs. Then start comparing them, eliminate the phones you don't
like and add new phones as you go.
Not hard, and that way you can keep the number of comparisons down to
something manageable.

Ok.
I am looking at these two:
Sony Ericsson K790 / K800
Motorola KRZR K1
They seem to be the best, going by the customer ratings.
But I have no idea how to begin as far as plans are concerned.
Especially since the person I am getting this for lives in Texas.(But
she travels from the east to the west coast).
What questions should I ask her(under the guise of getting my own
phone)?
And what is the best site for plans?

First, the Sony Ericsson appears to be the better of the 2, as long as it
has the 850 band. That would be the k790, the K800 has the 900 band instead
and will not work on all American Networks.
So that would the the first question, does it have the 850 and 1900 bands
for the U.S.
Next would be is it unlocked? If it is locked, what carrier?
Then make sure it works. And what about a warranty? And the seller?
Are they someone you know? Are they reputable?

Go to the various websites for the best info. Check Phone scoop, on the
left hand side of the page is a list of links, including carriers which
will give you a little info and a link to the websites.
Note that you have to use a GSM provider for these phones, the most likely
being Cingular and T-mobile. And going to their websites will allow you to
find out what kind of coverage they have in your area.
And when you choose a plan, you can get a free phone, or just the sim.
And you can also get a prepaid sim and use that to begin with.

A cell phone without a calling plan is a terrible present. When your
friend investigates plans and discovers that many phones are offered
free, he is going to conclude that he is actually buying his *own*
present. If he learns that you spent $350 for a phone that he can get
for $100 with a plan, he is going to think that it was a stupid waste of
your money.

I had come to those same conclusions.
This was supposed to be for my mom who lives in Lancaster, Texas.
I was looking to get a "high end" Sony Ericsson with camera(she
travels) and all. but I really don't know what her needs are.
All I know is that she likes Cingular.
