I could use some Info on unlocked phones

Hey everyone! I have a question that I hope you can help me with. I am not to sure about unlocked phones and would like info on them. My parents are old and they need new phones. They DO NOT TEXT OR SURF THE WEB ON THEIR PHONES. All they need are phones to make calls on. I went by The att store and all the nice phones either need a data plan or a text plan. I do not want to pay extra money a month for something they will never use. Most of the phones that they could read easily are touch screen and either need a text or data plan.

So if I buy my parents unlocked phones will att know it and charge them a text plan or a data plan? My parents deserve to have nice phones not crap phones just because they do not text or use data .
