Has anyone been able to get a T616 to work as a BlueTooth modem?
I have the software installed and configured with the PC recognizing the
phone but it will never dial a number or respond to a modem quiery. I'm told
bt the network carier that I have to subscribe to their web services package
in order for the modem feature to work. I find this hard to believe because
I am not touching their network other than dialing an an access number for
Roadrunner which I have no problem dialing and connecting to manually.

I am not sure what you mean here. When you dial and connect manually,
do you dial from the T616's keypad?
FYI, your mobile provider's network is perfectly aware of whether or not
you are making a voice or data call from your phone.
From your description further up, I get the impression that the PC is
not able to initiate a call? That might be another kind of problem.
Please elaborate.

If I understand what you just said, you are not even getting to the point
where you dial, so there is no reason to think it is a lack of a feature on
the account yet. FWIW though, you DO need CSD enabled on your account or
data calls will not work. You need to get your phone to attempt to dial
before troubleshooting any further though.
