I am looking for a way to lower my at&t bill. I have an iphone4 and pay:
$40 for 450 minutes
$20 for unlimited text
$30 data plan.
I have thousands of minutes in rollover: I rarely talk on the phone, at&t to at&t calls are free, and now ALL mobile to mobile calls are free to/from any carrier. I am wasting money on minutes! Is there a way around this?
I text heavily and use 1-1.7MB of data each month.

You are currently at the lowest voice plan. There is no way to reduce that cost. The only place you could reduce with an individual line is by changing from unlimited data to DataPro at $25 for two gigabytes of data and use Wi-Fi whenever possible. Another possibility is to form a two member FamilyTalk voice plan and split the cost. You could then get unlimited messages for $30 for up to five lines for $30.00.

Thanks for your input! What is the potential total cost of a two-member family plan? I'm wondering how much I could save on an individual level.
2 voice plans - $80
2 data plans - $60
unlimited messaging - $30
about $85/per person? Or less?

A FamilyTalk plan does not cost the same as two individual plans. The FamilyTalk plans are here:

You may have to enter your Zip Code. In the FamilyTalk plans, you share the minutes. The displayed prices include the first two lines.
Another possibility is to use a nonsmartphone. You can get both unlimited messaging and unlimited data for a total of $30 per month. That would save you $20 right away. You could sell your iPhone or save it to use later when your situation improves. If you have access to Wi-Fi, you can use your iPhone for everything else except voice and messaging. All the other data-centric functions work through Wi-Fi.
