Doesn't PSMPlayer do that?
You could convert a MIDI into a Samsung 40-chord ringtone, with ONLY the "VIB Mode" checked. And after that save it. Then open the file and convert it into a 4-chord MIDI, it should be fine.
Or you could use Nokia's PC Suite, I think it has got the vibration feature in the ringtone editor.
I'm not going to post the PSM player, Search the Board for it.What you lookin' here for ehhh?

CodingWorkshop on iMelody:
iMelody has been developed by the irDA association as a standard for single channel ringtones.
Besides, ski_power did say "Samsung 40-chord ringtone" - Samsung handsets use either SMAF (polyohonic) or MyMelody (monophonic). Again, according to CodingWorkshop.
That, and I remember reading a German "WalkTrough" on this somewhere, and it referred only to SMAFs, so...
Also, the tutorial wasn't for PSMPlayer, but a tool called Vib&LED Plus.
In a nutshell - SMAF, methinks!
