I managed to figure out how to get my PC to connect to my cell through
Bluetooth. It is not at all obvious. Turns out, by connecting to it as
a "modem" and passing in a certain dialing string, it just works!
So, when you pair with your device, and you create a "dial-up"
connection, for the number, enter *99#
and connection. The username is not relevent.
Ok, so it's not that fast, 128k, but it'll do in a pinch

I use my phone as a modem for my laptop and my Palm. I was never able
to get more than 9600 baud.

There are different technologies. "CSD" which is no longer offered by
my carrier, is effectively a standard modem, limited to something like 9600
baud, and usually consuming "voice minutes".
The other is GPRS, EGPRS, EV-DO, and others. These don't provide a dialup
modem, but do provide access to the internet, at much higher speeds,
ranging from 30kbps to 400kbps and higher.
I see 30kbps in fringe areas, 90kbps in the city.
