It's been asked in a reader letter to the New Scientist and I haven't
seen the answer yet: has anyone noticed, about 1 second before you're
receiving a mobile call, it will cause a little flicker on a CRT next
to the phone? I've noticed it on my PC monitors, and the reader
mentioned it's happened to his telly.

This is caused by the phone suddenly increasing it's output power to
full from idle, and will happen with any activity that involves the
phone communicating the network, I.e. calls and sms, periodic location
updates, checking status of diverts etc.

Noticed it first in about '96, testing an SMSC at a Belgian operator.
It was handy seeing the screen wobble just prior to a message being
received.

Well I wonder what's the max range of this interference. Sometimes I
get the flicker on my screen when my phones are idle so it must be my
roomate's phone? Of course old screens flicker on their own sometimes.

Your phone may look like its idle but it could easily be communicating
with the network. If you move the phone a few feet away then it should
stop.
