Motorola Razr V3t Picture help needed

Newbie here. Please help. I took pictures (high resolution), sent them to "my album", and stored them to the memory card. When they are transferred to the PC via USB cable, the pictures are gigantic (Resolution 1280 x 960). I use Photoshop, but cannot edit the size properly to print a regular 4 x 6 picture. (Changing "resolution" and/or height and width in Photoshop did not work). How do I fix the size problem with pictures I already took, and what camera settings do I use in the future? The T-mobile tech guy said high resolution was good to use when storing to memory card, but after 45 minutes on the phone, he did not solve the problem.
