Are you sure you gave them the correct IMEI? Didn't replace a 0 or a O or anything like that?

I have traveled to an Asian country and have used a local Sim card in my Samsung Galaxy Note II, asked me about "sim network unlock pin" I contacted T-Mobile , provided them with my phone IMEI and I received a 7 digit "sim unlock reference" when I entered this number I received this message" mobile unlock request unsuccessful"
I am wondering what is the problem? I contacted T-mobile again and they told me that it is correct and should just follow the instruction which I did. It would be appreciated if you help me to resolve this problem.
