Depends on the phone. There is nothing available to my phone to block
specific callers, but there is an option already built in to only accept
calls from people on a specified list.

SE P800.
I can do the same but I can't enable that feature as a I get a few
'outside' calls.

AFAIK Ericsson and SonyEricsson phones do not have a block list. Instead,
they have a passthrough list as you mention, but that is not what you want.
A workaround is to use the ring signal composer and create a completely
silent ring signal, and assign that ring signal to the number you don't want
to answer, provided that your operator supports CLI.
