Please Help.

Hi, not so long ago i just bought a Motorola SVLR of eBay.com I have T-Mobile as my service provider it works fine i can call and everything except i cant send or recieve pictures. Also i can not access Internet of my phone it says a GPRS Network not available. I don't know what that means i don't have a button for T-Zones on it...and i'm not sure what to do please if you have some idea on what to do please help me out thank you.
