Standard PTT GSM handsets use PoC (Push to talk over Cellular), which is
inferior to and incompatible with the Kodiak technology used by Cingular.

Kodiak PTT could be added to many standard GSM handsets, but only with a
special SIM, and the benefit probably isn't worth the grief (hassle and
support issues).

IMEI is irrelevant for GSM, which doesn't need handset activation, only a
working SIM.
